Aside from every meeting having a measurable goal to achieve, and every attendee being informed of their contribution, I have always recommended an agenda, a timekeeper, a gatekeeper, and a scribe. The agenda delineates the time spent on each topic, the timekeeper keeps everyone on time, the gatekeeper keeps everyone on topic, and the scribe collects the critical takeaways and the outgoing action plan (which has who is responsible, what the deliverable is, and what the due date is).
