Public-service broadcasters in Europe and beyond share technical problems: how to send a picture, how to label a program, and how to keep archives usable. This union is where those broadcasters write the shared rules. One early result, still in use for analog color in some regions, is Phase Alternating Line (PAL).
Who Takes Part
Members are broadcasting organizations, most of them publicly owned or given a public-service duty. They meet to compare operations and to adopt technical recommendations that manufacturers can build to.
- Members. Broadcasters that carry the public-service obligation.
- Recommendations. Technical documents for production, delivery, and archives.
- Events. A shared exchange of news pictures among members.
