TCR is the acronym for The Campaign Registry.

The Campaign Registry
The centralized database and governing entity responsible for managing the registration of Application-to-Person (A2P) messaging campaigns in the United States. It acts as the official intermediary between businesses, messaging providers, and mobile carriers to register and approve 10DLC (10-Digit Long Code) messaging.
As carriers began enforcing stricter controls on A2P messaging to reduce spam and fraudulent traffic, TCR was created to provide transparency, accountability, and standardization across the messaging ecosystem. It ensures that businesses using SMS for customer communications have properly registered their identity and declared how they intend to use text messaging.
The TCR process requires businesses to complete two critical steps before sending A2P messages over 10DLC:
- Brand Registration: Businesses must submit company details, such as their legal name, tax identification number (EIN), website, and contact information, to establish their verified identity in the messaging ecosystem.
- Campaign Registration: Businesses must register specific messaging campaigns once the brand is approved. This includes describing the intended use case (such as marketing, customer service, or account notifications), the message content types, and opt-in and compliance procedures.
Each registered campaign is assigned a Campaign ID and associated with one or more phone numbers. Carriers then use this information to determine message delivery parameters, such as throughput limits, trust scoring, and filtering.
TCR is not a messaging platform itself — it does not send messages. Instead, it provides the infrastructure that enables businesses and messaging providers to comply with carrier rules and maintain trust in A2P messaging channels.
Businesses that fail to register through TCR risk message filtering, delivery failures, additional carrier fees, or being blocked from using 10DLC messaging altogether. Registration through TCR is now considered a standard and mandatory part of any A2P SMS program in the U.S. mobile messaging landscape.
