The United Arab Emirates is a federation of seven emirates on the Arabian Peninsula. Abu Dhabi is the capital. Dubai is the largest commercial city. Foreign policy and defense sit with the federation, and each emirate keeps authority over its own land and local services.
The country sits in the Middle East and North Africa (MENA) region used by companies that group those markets together. The federation is one country inside that region, not the region itself.
What Sits at Each Level
- The federation. Foreign affairs, defense, and the federal courts and ministries.
- The emirate. Land, natural resources, and many local services remain with the emirate.
- The commercial cities. Free zones in several emirates license foreign firms under zone rules.
One Country and the Wider Region
| Compared | The Federation | The Wider Region |
| What it names | One country of seven emirates | Many countries grouped for market reporting |
| A law | Federal law, or an emirate’s own law | No single statute |
| A company entering the market | Licenses in a particular emirate or free zone | May still need a separate license in each country |
